Content of packages
What sort of content can we accept into what repos. eg:
Only packages that meet LicensingCriteria would be accepted.
- Only packages that dont replace anything included in the distro can be accepted into rpmrepo-core
- Packages that overwrite or superseed packages included in the distro can be accepted into rpmrepo-plus
For packages that have some regional legal implication or grey area, look at RegionalIssues page

Spec quality
What sort of QA / quality checks would be required for a package to be accepted. eg:
- rpmlint ( version ? ) must not have any issues
- Every package needs to have some docs
- etc
Distro compatibility
What and how would specs get forked, and how might someone indicate the package builds on distros ?
Responsibility and delegaion
Some basic points about responsibilities as a packager, and what would be expected w.r.t bugzilla responses and how someone might delegate responsibilities to others.
